Abstract
The Crossrail programme adopted the NEC3 ECC form of contract with additional conditions of contract (Z clauses). Almost all works contracts adopted the Target Cost payment option (Option C).
A Contract Administration Manual was provided to those with delegated contract authority and those involved in supporting the management of contract terms.
The Manual set out Crossrail’s contract administration policy to support delivery of the programme and underscore the collaborative nature of the NEC3 contract form.
The manual set out arrangements for how each specific contract clause was to be managed within Crossrail’s wider governance structure (eg consultation, notifications). The document referenced templates and tools provided as appendices.
The Manual helped to ensure that:
- All contracts were administered in accordance with Crossrail’s Contract Administration Policy
- All contracts were administered in a systematic, controlled and consistent manner across the Project
- Each contract was administered in accordance with its conditions of contract
- The contracting parties behaved in a way which was aligned to the success of the Project
- Risks associated with administrating the contracts were kept as low as practically possible
