The Business Case for Crossrail had various iterations during the development, authorisation and delivery of the Crossrail Programme.
Cross London Rail Links Ltd published the Crossrail Economic Business Case in 2003. An independent review of the project was carried out for the DfT in 2004 by Sir Adrian Montague and an Economic Appraisal of Crossrail was published in 2005 to accompany the Crossrail Bill.
TfL published The Economic Benefits of Crossrail in 2008 and Crossrail Distribution of Benefits in February 2009
A Crossrail Business Case Summary Report was published in July 2010 and an updated Summary Report was published in July 2011 taking into account changes to the costs and revenues forecast consistent with the outcomes of the UK Government’s October 2010 Spending Review.
